On August 15, 2012, when the U.S. Citizenship and Immigration Services (USCIS), began accepting requests for deportation waivers, thousands of undocumented immigrants across the country flooded their local advocacy offices seeking help and guidance, with more than 14,000 people lining up and around Chicago’s Navy Pier, many of whom did not receive the help they sought.
