Today, Governor <span class=\"xn-person\">Gavin Newsom<\/span> unveiled the 2022-23 May Revision Proposal, which continues to reflect the state&#8217;s vision to defend women&#8217;s right to choose, expand access to health care for all Californians, and protect the most vulnerable.<\/p>\n<div id=\"prni_dvprnejpgc76cleft\" dir=\"ltr\" style=\"width: 100%; text-align: left;\"><img decoding=\"async\" id=\"prnejpgc76cleft\" title=\"First 5 California\" src=\"https:\/\/mma.prnewswire.com\/media\/1812730\/Enter_a_title_Logo.jpg\" alt=\"First 5 California\" align=\"middle\"\/><\/div>\n<p>&#8220;We applaud Governor Newsom&#8217;s actions to support the whole-child, whole-family framework by investing in children&#8217;s mental health, supporting child care providers and infrastructure grants, and providing immediate financial relief to families most impacted by rising inflation and cost pressures.&#8221;\u00a0 said <span class=\"xn-person\">Jackie Wong<\/span>, Executive Director for First 5 California.<\/p>\n<p>The May Revision does not address the challenges that prevent low-wage earners from utilizing the state&#8217;s Paid Family Leave and State Disability Insurance (SDI) programs. &#8220;The current wage replacement rates and other administrative challenges do not allow our lowest paid parents and caregivers the ability to access this benefit to bond with their newborns and babies.&#8221; said Ms. Wong. &#8220;<span class=\"xn-location\">California<\/span> can lead by making our family paid leave program the most equitable in the nation by addressing the shortfalls in these programs.&#8221;\u00a0\u00a0<\/p>\n<p>The May Revision estimates General Fund revenues to be about <span class=\"xn-money\">$55 billion<\/span> higher than January&#8217;s Budget Proposal, which provides this Administration an opportunity to establish a broad-based relief package of <span class=\"xn-money\">$18.1 billion<\/span> in fiscal relief to Californians to address inflation-related cost pressures.<\/p>\n<p>The May Revision Budget proposal outlines the following new investments:<\/p>\n<ul type=\"disc\">\n<li><span class=\"xn-money\">$290 million<\/span> to support children&#8217;s mental health and community-based youth suicide prevention and outreach programs.<\/li>\n<li><span class=\"xn-money\">$157 million<\/span> to waive child care and preschool family fees for about 400,000 low-income families from <span class=\"xn-chron\">July 1, 2022<\/span> to <span class=\"xn-chron\">June 30, 2023<\/span>.<\/li>\n<li><span class=\"xn-money\">$200.5 million<\/span> for minor renovation and repair projects for child care facilities in low-income regions and areas with minimal access to services.<\/li>\n<li><span class=\"xn-money\">$114 million<\/span> to hold harmless voucher-based child care providers and preschool providers reimbursement for authorized hours of care, from <span class=\"xn-chron\">July 1, 2022<\/span> to <span class=\"xn-chron\">June 30, 2023<\/span>.<\/li>\n<li><span class=\"xn-money\">$57 million<\/span>, for a total of <span class=\"xn-money\">$125 million<\/span>, to expand access to reproductive healthcare services, improve clinical infrastructure and workforce support.<\/li>\n<li><span class=\"xn-money\">$20 million<\/span> to assist alternative payment programs in capacity grants.<\/li>\n<\/ul>\n<p>&#8220;We also want to recognize Senate pro <span class=\"xn-person\">Tem Toni Atkins&#8217;s<\/span> and Senator <span class=\"xn-person\">Nancy Skinner&#8217;s<\/span> leadership in crafting a budget priority package that works for children and families, the Senate&#8217;s &#8220;Putting Wealth to Work,&#8221;
