The <a href=\"https:\/\/c212.net\/c\/link\/?t=0&amp;l=en&amp;o=3617306-1&amp;h=1125408326&amp;u=https%3A%2F%2Fleginfo.legislature.ca.gov%2Ffaces%2FbillNavClient.xhtml%3Fbill_id%3D202120220SB930&amp;a=%22gut+%26+amend%22+bill%2C\" target=\"_blank\" rel=\"nofollow\">&#8220;gut &amp; amend&#8221; bill,<\/a> authored by Senator <span class=\"xn-person\">Scott Wiener<\/span> (D-<span class=\"xn-location\">San Francisco<\/span>) and Assembly Member Mark Haney (D-<span class=\"xn-location\">San Francisco<\/span>) is the 5<sup>th<\/sup> attempt since 2013 to disrupt the protections of <span class=\"xn-location\">California&#8217;s<\/span> statewide uniform last call.<\/p>\n<div id=\"prni_dvprnejpgf453left\" dir=\"ltr\" style=\"width: 100%; text-align: left;\"><img decoding=\"async\" id=\"prnejpgf453left\" style=\"width: 400px; height: 219px;\" title=\"Alcohol Justice logo. \" src=\"https:\/\/mma.prnewswire.com\/media\/147418\/alcohol_justice_logo.jpg\" alt=\"Alcohol Justice logo. \" align=\"middle\"\/><\/div>\n<p><i>&#8220;All previous attempts to disrupt the protections of a uniform statewide <span class=\"xn-chron\">2 a.m.<\/span> last call have failed and for good reason \u2013 it&#8217;s a terrible public policy change for <span class=\"xn-location\">California<\/span>,&#8221;<\/i>\u00a0stated <span class=\"xn-person\">Cruz Avila<\/span>, Executive Director of Alcohol Justice. <i>&#8220;Today we are here together, in my home town of <span class=\"xn-location\">Fresno<\/span>, to say NO to SB 930 and NO WAY to creating a dangerous new class of <span class=\"xn-location\">California<\/span> late night, bar hopping, impaired commuters.&#8221;<\/i><\/p>\n<p><a href=\"https:\/\/c212.net\/c\/link\/?t=0&amp;l=en&amp;o=3617306-1&amp;h=2741147361&amp;u=https%3A%2F%2Fleginfo.legislature.ca.gov%2Ffaces%2FbillNavClient.xhtml%3Fbill_id%3D202120220SB930&amp;a=SB+930\" target=\"_blank\" rel=\"nofollow\">SB 930<\/a>\u00a0would allow closing times for on-sale retailers to be extended from <span class=\"xn-chron\">2 a.m. to 4 a.m.<\/span> as part of a dangerous\u00a0 &#8220;pilot program.&#8221; The experiment would take place in 6 cities: <span class=\"xn-location\">San Francisco<\/span>, <span class=\"xn-location\">Oakland<\/span>, <span class=\"xn-location\">West Hollywood<\/span>, <span class=\"xn-location\">Cathedral City<\/span>, <span class=\"xn-location\">Coachella<\/span>, and <span class=\"xn-location\">Palm Springs<\/span>. <span class=\"xn-location\">Fresno<\/span> was originally the 7<sup>th<\/sup> city in the pilot program but requested to be removed from the bill due to intense opposition among <span class=\"xn-location\">Fresno<\/span> city leaders who will be voting on an opposition resolution on Thursday.<\/p>\n<p><i>&#8220;The effort to keep <span class=\"xn-location\">Fresno<\/span> bars open until <span class=\"xn-chron\">4 a.m.<\/span> from <span class=\"xn-chron\">2 a.m.<\/span> was reckless and dangerous,&#8221;<\/i>\u00a0said Fresno City Councilmember Gary Bredefeld. <i>&#8220;Our great <span class=\"xn-location\">Fresno<\/span> Police already have to deal with numerous DUI arrests nearly every day. That&#8217;s why several Council colleagues and I are bringing forward a Council resolution on <span class=\"xn-chron\">August 11th<\/span> opposing this stupidity. This bill, SB930, not surprisingly is authored by one of the most left-wing, radical, pro-criminal politicians that exists in <span class=\"xn-location\">Sacramento<\/span>. Should it pass, our citizens and their families will have a greater chance of being injured or killed due to having more drunk drivers on our roads. That is why I will do everything to make sure this doesn&#8217;t happen. Having drinking continue until <span class=\"xn-chron\">4 a.m.<\/span> will only yield more tragedies on our roads and highways and would be just one more insane policy from <span class=\"xn-location\">Sacramento<\/span> politicians causing destruction in our community. If the bill becomes law, all surrounding communities of pilot project cities will be threatened by late night drinkers traveling drunk and fatigued in the early morning commute hours.<\/p>\n<p><i>&#8220;We already have a crisis of drunk drivers in <span class=\"xn-location\">Fresno County<\/span>, <\/i>said <span class=\"xn-person\">Steve Brandau<\/span>, District 2 Supervisor Fresno County Board of Supervisors.<i> &#8220;<span class=\"xn-location\">Fresno<\/span> is considered the most dangerous city in <span class=\"xn-location\">California<\/span> for drunk drivers, and 25th in the entire nation. Extending operating hours so bars can sell alcohol until <span class=\"xn-chron\">4 a.m.<\/span> is a cocktail recipe for disaster \u2013 and a bad fit for <span class=\"xn-location\">Fresno<\/span>. I am opposed.&#8221;<\/i><\/p>\n<p>According to the <a href=\"https:\/\/c212.net\/c\/link\/?t=0&amp;l=en&amp;o=3617306-1&amp;h=593871412&amp;u=https%3A%2F%2Fnccd.cdc.gov%2FDPH_ARDI%2Fdefault%2FReport.aspx%3FT%3DAAM%26P%3D6D144218-CE48-49BD-95E4-FC51B2BC1670%26R%3DCA67A465-8812-4B55-96E7-806DE7777137%26M%3D8B189235-8BCA-4567-88A7-50F0B3C0FE50%26F%3D%26D%3D&amp;a=Center+for+Disease+Control\" target=\"_blank\" rel=\"nofollow\">Center for Disease Control<\/a> (CDC), <span class=\"xn-location\">California<\/span> currently suffers more annual alcohol-related harm than any other state: 11,000 alcohol-related deaths, <span class=\"xn-money\">$35 billion<\/span> in total costs, <span class=\"xn-money\">$18.5 billion<\/span> in state costs. The <a href=\"https:\/\/c212.net\/c\/link\/?t=0&amp;l=en&amp;o=3617306-1&amp;h=965008777&amp;u=https%3A%2F%2Fwww.thecommunityguide.org%2F&amp;a=CDC\" target=\"_blank\" rel=\"nofollow\">CDC<\/a> also identifies maintaining existing last call times as one of the 10 key policies for reducing the harms from reckless drinking and from alcohol-related motor vehicle deaths.<\/p>\n<p><span class=\"xn-location\">Fresno<\/span> is following actions by the Los Angeles City Council which passed a <a href=\"https:\/\/c212.net\/c\/link\/?t=0&amp;l=en&amp;o=3617306-1&amp;h=4121443350&amp;u=https%3A%2F%2Falcoholjustice.org%2Fimages%2FLetters%2FLA-SB930-resolution.pdf&amp;a=resolution+of+opposition\" target=\"_blank\" rel=\"nofollow\">resolution of opposition<\/a> last week, and the powerful Los Angeles County Democratic Party (LACDP) that came out against SB 930 in a recent <a href=\"https:\/\/c212.net\/c\/link\/?t=0&amp;l=en&amp;o=3617306-1&amp;h=2418880391&amp;u=http%3A%2F%2Falcoholjustice.org%2Fimages%2Fdownloadables%2Fother-letters%2FLACDP_SB930_OPPOSE.pdf&amp;a=letter\" target=\"_blank\" rel=\"nofollow\">letter<\/a> to Senator <span class=\"xn-person\">Scott Wiener<\/span>, co-author of SB 930.<\/p>\n<p><i>&#8220;I&#8217;ve talked to our downtown businesses and they don&#8217;t want <span class=\"xn-chron\">4 a.m.<\/span>, <\/i>said Fresno Councilmember Miguel Arias (District 3).<i>\u00a0&#8220;It would impose more costs with very little extra revenue being generated. They also know that patrons leaving drunk at <span class=\"xn-chron\">4 a.m.<\/span> will be running into farm workers on their way to work. This policy doesn&#8217;t fit in our city, our community.
