According to the <span class=\"xn-location\">Berkeley<\/span>, Safe Transportation Research and Education Center, the greatest number of alcohol-involved fatal and severe injuries in <span class=\"xn-location\">California<\/span> is already concentrated in <span class=\"xn-location\">Los Angeles County<\/span>.&#8221;<\/i><\/p>\n<p><i>&#8220;Today they State Assembly took a stand for low-income and people of color\u2013those most impacted by alcohol harms\u2013by defeating SB 930,&#8221; <\/i>said <span class=\"xn-person\">Mayra Jimenez<\/span>, advocacy manager at Alcohol Justice and lead organizer for CAPA.<i> &#8220;Community and public health advocates stopped yet another attempt \u00a0by the nightlife lobby from pouring more alcohol into our streets under the\u00a0 guise of pandemic recovery. Thank you to the members of the legislature that chose to vote for the people of <span class=\"xn-location\">California<\/span> and chose not be to coerced by unfounded allegations of revenue.&#8221;<\/i><\/p>\n<p>This month, perhaps sensing looming failure, SB 930&#8217;s authors reduced the pilot project&#8217;s cities from 7 to 6, then finally to 3, leaving only <span class=\"xn-location\">San Francisco<\/span>, <span class=\"xn-location\">Palm Springs<\/span>, and <span class=\"xn-location\">West Hollywood<\/span>. And the last call changed from <span class=\"xn-chron\">4 a.m. to 3 a.m.<\/span> during the week, <span class=\"xn-chron\">4 a.m.<\/span> on weekends and holidays. Critics of the policy change, however, were quick to point out that even one more hour of alcohol sales in three different cities disrupts the protections of a uniform, statewide <span class=\"xn-chron\">2 a.m.<\/span> last call.\u00a0 Surrounding communities would have experienced increased harms and costs while alcohol sellers in the epicenter of nightlife entertainment districts would have seen marginal economic benefits.<\/p>\n<p>For Alcohol Justice this was the 5<sup>th<\/sup> campaign since 2013 to stop alcohol trading hours from being extended into the early morning commute. In 2018, the evidence for increased harms was presented to the legislature in an Alcohol Justice\/CAPA report entitled <a href=\"https:\/\/c212.net\/c\/link\/?t=0&amp;l=en&amp;o=3630706-1&amp;h=347889361&amp;u=http%3A%2F%2Falcoholjustice.org%2Fimages%2Freports%2Freports-full%2FLATE-NIGHT-THREAT-final.pdf&amp;a=The+Late+Night+Threat%2C+Science%2C+Harms%2C+and+Costs+of+Extending+Bar+Service+Hours.\" target=\"_blank\" rel=\"nofollow\">The Late Night Threat, Science, Harms, and Costs of Extending Bar Service Hours.<\/a> It highlighted the existing data supporting how the acute effects of extending alcohol sales would spread to <a href=\"https:\/\/c212.net\/c\/link\/?t=0&amp;l=en&amp;o=3630706-1&amp;h=1361182106&amp;u=https%3A%2F%2Falcoholjustice.org%2Fnews-2%2Fblog%2F209-trading-hours%2F1335-4-a-m-last-call-research-update-splash-effect-means-one-city-s-party-is-another-city-s-pain&amp;a=%22Splash+Zones%22\" target=\"_blank\" rel=\"nofollow\">&#8220;Splash Zones&#8221;<\/a> surrounding the pilot project cities.<\/p>\n<p>In 2019, another analysis was done by the respected <span class=\"xn-location\">Oakland<\/span>-based <a href=\"https:\/\/c212.net\/c\/link\/?t=0&amp;l=en&amp;o=3630706-1&amp;h=2163358669&amp;u=http%3A%2F%2Farg.org%2F&amp;a=ARG+organization\" target=\"_blank\" rel=\"nofollow\">ARG organization<\/a>, a project of the Public Health Institute. The <i><a href=\"https:\/\/c212.net\/c\/link\/?t=0&amp;l=en&amp;o=3630706-1&amp;h=3770979554&amp;u=https%3A%2F%2Fwww.alcoholjustice.org%2Fimages%2Freports%2Freports-full%2Fhighcost4am-PRINT.pdf&amp;a=%22High+Cost+of+the+4+A.M.+Bar+Bill%22\" target=\"_blank\" rel=\"nofollow\">&#8220;High Cost of the <span class=\"xn-chron\">4 A.M.<\/span> Bar Bill&#8221;<\/a>\u00a0 <\/i>\u00a0was a first of its kind cost-benefit analysis detailing the effects of changing state alcohol policy to allow later last call at bars, restaurants, and clubs. The analysis disturbingly documented the worst concerns of Alcohol Justice and CAPA, that <a href=\"https:\/\/c212.net\/c\/link\/?t=0&amp;l=en&amp;o=3630706-1&amp;h=212418735&amp;u=https%3A%2F%2Falcoholjustice.org%2Fimages%2Freports%2Freports-full%2FLATE-NIGHT-THREAT-final.pdf&amp;a=public+health+and+safety\" target=\"_blank\" rel=\"nofollow\">public health and safety<\/a> would be severely compromised if any so-called &#8220;pilot project&#8221; became law and allowed a patchwork quilt of last calls across the state.<\/p>\n<p>According to the <a href=\"https:\/\/c212.net\/c\/link\/?t=0&amp;l=en&amp;o=3630706-1&amp;h=781693939&amp;u=https%3A%2F%2Fnccd.cdc.gov%2FDPH_ARDI%2Fdefault%2FReport.aspx%3FT%3DAAM%26P%3D6D144218-CE48-49BD-95E4-FC51B2BC1670%26R%3DCA67A465-8812-4B55-96E7-806DE7777137%26M%3D8B189235-8BCA-4567-88A7-50F0B3C0FE50%26F%3D%26D%3D&amp;a=Center+for+Disease+Control\" target=\"_blank\" rel=\"nofollow\">Center for Disease Control<\/a> (CDC), <span class=\"xn-location\">California<\/span> currently suffers more annual alcohol-related harm than any other state: 11,000 alcohol-related deaths, <span class=\"xn-money\">$35 billion<\/span> in total costs, <span class=\"xn-money\">$18.5 billion<\/span> in state costs.
