Clipper&#8217;s basketball game or other event has ended \u2013 and long after the legal closing time of any other bar in the state.<\/p>\n<p><i>&#8220;If the Governor does not veto this bill, it will not only create a very real threat to health and safety throughout the L.A. area, but it will set a horrible public policy precedent for the entire state<\/i>,&#8221; said <span class=\"xn-person\">Cruz Avila<\/span>, Executive Director of Alcohol Justice.<i> &#8220;There will surely be a flood of copycat district bills to follow from other legislators being pressured by billionaire arena owners and alcohol sellers in their districts demanding the same dangerous privilege.&#8221; <\/i><\/p>\n<p>Just one more hour of alcohol sales in one venue will disrupt the protections of <span class=\"xn-location\">California&#8217;s<\/span> uniform, statewide <span class=\"xn-chron\">2 a.m.<\/span> last call.\u00a0 It will expose surrounding communities\u2013in fact the entire L.A. basin\u2013to increased harms and costs while only the alcohol sellers in the epicenter of Ballmer&#8217;s dome see the marginal economic benefits.<\/p>\n<p>In 2018, the evidence for increased harms was presented to the legislature in an Alcohol Justice\/CAPA report entitled <a href=\"https:\/\/c212.net\/c\/link\/?t=0&amp;l=en&amp;o=4239795-1&amp;h=696672878&amp;u=https%3A%2F%2Falcoholjustice.org%2Fwp-content%2Fuploads%2F2024%2F02%2FLATE-NIGHT-THREAT-final.pdf&amp;a=The+Late+Night+Threat%2C+Science%2C+Harms%2C+and+Costs+of+Extending+Bar+Service+Hours.\" target=\"_blank\" rel=\"nofollow\">The Late Night Threat, Science, Harms, and Costs of Extending Bar Service Hours.<\/a> It highlighted the existing data supporting how the acute effects of extending alcohol sales would spread to &#8220;Splash Zones&#8221; surrounding various cities in <span class=\"xn-location\">California<\/span>.<\/p>\n<p>More recently, another analysis was released by the respected <span class=\"xn-location\">Oakland<\/span>-based <a href=\"https:\/\/c212.net\/c\/link\/?t=0&amp;l=en&amp;o=4239795-1&amp;h=1194077272&amp;u=https%3A%2F%2Farg.org%2F&amp;a=Alcohol+Resource+Group+(ARG)%2C\" target=\"_blank\" rel=\"nofollow\">Alcohol Resource Group (ARG),<\/a> a project of the Public Health Institute.\u00a0 <i><a href=\"https:\/\/c212.net\/c\/link\/?t=0&amp;l=en&amp;o=4239795-1&amp;h=2516348779&amp;u=https%3A%2F%2Falcoholjustice.org%2Fwp-content%2Fuploads%2F2024%2F02%2Fhighcost4am-PRINT.pdf&amp;a=%22The+High+Cost+of+the+4+A.M.+Bar+Bill%22%C2%A0+\" target=\"_blank\" rel=\"nofollow\">&#8220;The High Cost of the <span class=\"xn-chron\">4 A.M.<\/span> Bar Bill&#8221;\u00a0 <\/a><\/i>\u00a0was a first of its kind cost-benefit analysis detailing the effects of changing state alcohol policy to allow later last call at bars, restaurants, and clubs. The analysis disturbingly documented the worst concerns of Alcohol Justice and CAPA that public health and safety would be severely compromised if <span class=\"xn-location\">California&#8217;s<\/span> <span class=\"xn-chron\">2 a.m.<\/span> last call fell.<\/p>\n<p>There was considerable and widespread opposition to AB 3206 throughout the state and in the Legislature:<\/p>\n<p><span class=\"xn-person\">Jeanne Shimatsu<\/span>, Prevention Director at the <a href=\"https:\/\/c212.net\/c\/link\/?t=0&amp;l=en&amp;o=4239795-1&amp;h=2096095432&amp;u=https%3A%2F%2Faadapinc.org%2F&amp;a=Asian+American+Drug+Abuse+Program\" target=\"_blank\" rel=\"nofollow\">Asian American Drug Abuse Program<\/a> (AADAP) stated,<\/p>\n<p><i>stated: &#8220;Extending the bar service from <span class=\"xn-chron\">2 a.m. to 4 a.m.<\/span> to an exclusive group of consumers does not minimize the collateral impact by those inebriated drivers once they leave the entertainment site and enter the public zone. The host city and neighboring splash zone cities will feel the cost burden for material damage and, worse, the ripple effect\u00a0to families and communities should it result in\u00a0the loss of life.&#8221;<\/i><\/p>\n<p><i>&#8220;AB 3206 is a reckless piece of legislation that prioritizes profits over public safety. Allowing the Intuit Dome to extend alcohol sales until <span class=\"xn-chron\">4 a.m.<\/span> sets a dangerous precedent for the entire state. The data is clear: extending last call leads to more drunk driving incidents, more accidents, and more lives lost. One life lost is simply too many,&#8221; <\/i>said <a href=\"https:\/\/c212.net\/c\/link\/?t=0&amp;l=en&amp;o=4239795-1&amp;h=3993380411&amp;u=https%3A%2F%2Fad34.asmrc.org%2F&amp;a=Assemblyman+Tom+Lackey\" target=\"_blank\" rel=\"nofollow\">Assemblyman <span class=\"xn-person\">Tom Lackey<\/span><\/a> (R-<span class=\"xn-location\">Palmdale<\/span>), a retired <span class=\"xn-location\">California<\/span> Highway Patrol Sergeant.<\/p>\n<p>During the Senate floor debate on the bill <a href=\"https:\/\/c212.net\/c\/link\/?t=0&amp;l=en&amp;o=4239795-1&amp;h=2797130675&amp;u=https%3A%2F%2Fsr32.senate.ca.gov%2F&amp;a=Senator+Kelly+Seyarto\" target=\"_blank\" rel=\"nofollow\">Senator <span class=\"xn-person\">Kelly Seyarto<\/span><\/a> (R-<span class=\"xn-location\">Murrieta<\/span>), stated: <i>Members I oppose this bill this is actually a very exclusive club in the Intuit Dome that&#8217;s being built right now that will only allow exclusive members to drink until 4 o&#8217;clock in the morning then we&#8217;ll turn them loose on the streets of the <span class=\"xn-location\">Inglewood<\/span>, which is a city that I used to serve. That is the last thing that city needs. If they think that opening venues and having drinking until four in the morning is good for just exclusive groups, then it should be for everyone. My contention is that it isn&#8217;t good for anyone. State legislation like this will only continue to undermine state health efforts to improve mental health and substance use conditions and disease, ultimately increasing the deficit <span class=\"xn-location\">California<\/span> will continue to suffer with little hope for a better tomorrow.&#8221;<\/i><\/p>\n<p><i>&#8220;The hazards of impulsively screwing around with last call times have been called out by every major public health voice. APHA, the Surgeon General, the WHO, the CDC-affiliated Community Guide\u2014all of them agree, you can&#8217;t do it without putting lives at risk,&#8221; <\/i>said <span class=\"xn-person\">Carson Benowitz-Fredericks<\/span>, Research Director at Alcohol Justice.<i> &#8220;There are many legislators who know to follow the science, and this squeaked through the state senate by one vote. Now it comes down to the governor who coined the phrase, &#8216;Follow the science,&#8217; to heed to his own advice and kill this bill.&#8221;<\/i><\/p>\n<p><b><u>FACTS<\/u><\/b><\/p>\n<ul type=\"disc\">\n<li>AB 3206 will allow extending alcohol sales to 4\u00a0a.m. in the VIP lounge at Steve Ballmer&#8217;s Intuit Dome Arena where his L.A. Clippers will play.<\/li>\n<li>The risks of extended service times apply to VIPs the same as they do to anyone else, POSSIBLY MORE\u2014consumption tends to increase with wealth. Rich people running into working-class people.<\/li>\n<li>These &#8220;VIP&#8221; areas are notoriously devoid of accountability and\u00a0incentivized to cover up violence, sexual assault, and injury, much more so than bars open to the public<\/li>\n<li>Keeping consumption confined in a &#8220;VIP&#8221; area creates a space even more devoid of accountability than most late-night bars and clubs<\/li>\n<li>AB 3206 trades the public health and safety of the greater <span class=\"xn-location\">Los Angeles<\/span> area for enhancing an <span class=\"xn-location\">Inglewood<\/span> corporation&#8217;s profits<\/li>\n<li>AB 3206 will subsidize and reward nightlife alcohol-sellers at tax-payer expense<\/li>\n<li>AB 3206 concentrates profit while spreading risk, disruption and harm<\/li>\n<li>Aside from the risk of assault, accidental injury, and motor vehicle crashes, drinking until 4\u00a0a.m. creates conditions where exhaustion + alcohol becomes more deadly than either would be alone<\/li>\n<li>AB 3206 would create a slippery slope to strip away statewide uniform protections of 2\u00a0a.m. last call<\/li>\n<li>A later last call does not fill any need expressed by any reasonable adult, and granting this will make every major venue with a &#8220;VIP&#8221; room demand the same<\/li>\n<li>AB 3206 disregards 40 years of peer-reviewed, public health research on the dangers of extending last call<\/li>\n<li>AB 3206 would cost cities and towns in the <span class=\"xn-location\">Inglewood<\/span>\/L.A. &#8220;Splash Zones&#8221; millions in harm, disruption, and additional police and ambulance service<\/li>\n<li>Alcohol-related deaths are out of control in <span class=\"xn-location\">California<\/span>, climbing from 70% in only six years.
