{"id":43845,"date":"2015-12-08T14:51:00","date_gmt":"2015-12-07T20:18:00","guid":{"rendered":"http:\/\/hispanicprwire.com\/calosha-cites-employer-for-electrocution-fatality-and-serious-injury\/"},"modified":"2015-12-08T15:54:03","modified_gmt":"2015-12-08T19:54:03","slug":"calosha-impone-sancion-a-empleador-por-muerte-por-electrocucion-y-lesion-grave","status":"publish","type":"post","link":"https:\/\/hispanicprwire.com\/en\/calosha-impone-sancion-a-empleador-por-muerte-por-electrocucion-y-lesion-grave\/","title":{"rendered":"Cal\/OSHA Cites Employer for Electrocution Fatality and Serious Injury"},"content":{"rendered":"<p><\/p>\n<style type=\"text\/css\"><![CDATA[\n\/* Style Definitions *\/\nspan.prnews_span\n{\nfont-size:8pt;\nfont-family:\"Arial\";\ncolor:black;\n}\na.prnews_a\n{\ncolor:blue;\n}\nli.prnews_li\n{\nfont-size:8pt;\nfont-family:\"Arial\";\ncolor:black;\n}\np.prnews_p\n{\nfont-size:0.62em;\nfont-family:\"Arial\";\ncolor:black;\nmargin:0in;\n}\n]]><\/style>\n<div class=\"xn-content\">\n<p><span class=\"xn-location\">VAN NUYS, California<\/span>, <span class=\"xn-chron\">Dec. 7, 2015<\/span> \/PRNewswire-HISPANIC PR WIRE\/ &#8212;\u00a0Cal\/OSHA announced today that water well services company M&amp;W Pumps, Inc., from <span class=\"xn-location\">Santa Maria<\/span> was at fault for an electrocution accident that killed one worker and seriously injured another in June when a pump hoist made contact with a live overhead power line. <\/p>\n<p>The investigation revealed that the team failed to maintain the minimum 10-foot distance requirement to prevent accidental contact with overhead lines carrying between 600 \u2013 50,000 volts. <\/p>\n<p>&#8220;When employers send their workers near overhead power lines with hoists or other high equipment, they must take special precautions to keep their workers safe,&#8221; said Cal\/OSHA Chief <span class=\"xn-person\">Juliann Sum<\/span>. &#8220;If M&amp;W Pumps had put required safety measures in place, these workers&#8217; lives would not have been put at risk.&#8221;<\/p>\n<p>The two workers were using the pump hoist on <span class=\"xn-chron\">June 6<\/span> to install an underground well on rural land east of <span class=\"xn-location\">Santa Maria<\/span>. <span class=\"xn-person\">Cesar Montelongo-Pulido<\/span>, a 21-year old rig operator&#8217;s assistant, was holding the hoist line while <span class=\"xn-person\">Daniel Moreno<\/span>, a 25-year old rig operator, manned the controls on the hoist. The pump hoist made contact with a live 12,000 volt power line overhead during the operation, killing Montelongo-Pulido and severely injuring Moreno.<\/p>\n<p>Cal\/OSHA cited M&amp;W Pumps, Inc. <span class=\"xn-money\">$16,895<\/span> for six violations including one serious and one serious accident-related in nature. M&amp;W Pumps, Inc. was found at fault for failing to follow high voltage safety orders, requiring that employers notify the high-voltage power line company if equipment will approach closer than 10 feet \u2013 this serious violation was determined to contribute directly to the accident. <\/p>\n<p>The other serious violation was issued for failing to evaluate hazards and implement necessary safeguards to minimize workers&#8217; exposure to harm, including the potential contact with overhead power lines. Serious violations are cited when there is a realistic possibility that death or serious harm could result from the actual hazardous condition.\u00a0 <\/p>\n<p>Citations were also issued for the employer&#8217;s failure to mark controls on the pump hoist to indicate the function or direction of motion, and for failure to establish a program of preventative maintenance of the pump hoist. <\/p>\n<p>Cal\/OSHA has an extensive online library of <a href=\"http:\/\/www.dir.ca.gov\/dosh\/PubOrder.asp\" target=\"_blank\" rel=\"nofollow\">safety fact sheets and publications<\/a> such as the <i><a href=\"http:\/\/www.dir.ca.gov\/dosh\/dosh_publications\/Electrical_Safety.pdf#zoom=100\" target=\"_blank\" rel=\"nofollow\">Cal\/OSHA Guide to Electrical Safety<\/a> <\/i>on how to work safely near overhead power lines.<\/p>\n<p>Cal\/OSHA helps protect workers from health and safety hazards on the job in almost every workplace in <span class=\"xn-location\">California<\/span>. <a href=\"http:\/\/www.dir.ca.gov\/dosh\/consultation.html\" target=\"_blank\" rel=\"nofollow\">Cal\/OSHA&#8217;s Consultation Services Branch<\/a> provides free and voluntary assistance to employers and employee organizations to improve their health and safety programs.
