The bill, authored by Assemblymember <span class=\"xn-person\">Jacqui Irwin<\/span> (D-<span class=\"xn-location\">Thousand Oaks<\/span>), coauthored by Senator <span class=\"xn-person\">Bob Huff<\/span> (R-<span class=\"xn-location\">Diamond Bar<\/span>), had previously passed unopposed through the Assembly. It will prohibit the possession, purchase, sale, offer for sale, distribution, manufacture, or use of powdered alcohol in <span class=\"xn-location\">California<\/span> and would make the violation of those provisions punishable with a fine.<\/p>\n<p><i><\/p>\n<div id=\"prni_dvprnejpg73edleft\" style=\"TEXT-ALIGN: left; WIDTH: 100%\"><img decoding=\"async\" id=\"prnejpg73edleft\" title=\"Alcohol Justice logo.\" border=\"0\" alt=\"Alcohol Justice logo.\" align=\"middle\" src=\"http:\/\/photos.prnewswire.com\/prnvar\/20110727\/DC41105LOGO\"\/><\/div>\n<p><\/i><\/p>\n<p><i>&#8220;According to the 2011-2013 Healthy Kids Survey, more than 10% of 11<sup>th<\/sup> graders say their typical level of intoxication is to get drunk, and more than 20% said they had binged in the past month,&#8221; <\/i>stated Dr. <span class=\"xn-person\">Nancy Williams<\/span>, Public Health Officer for <span class=\"xn-location\">El Dorado County<\/span>. <i>&#8220;Even 5% of 7<sup>th<\/sup> graders had binged in the past month!
