Howell<\/span> of the U.S. District Court for the <span class=\"xn-location\">District of Columbia<\/span> found that two subcontractors failed to pay laborers according to requirements of the Fair Labor Standards Act and other wage laws.<\/p>\n<p>The workers will also receive <span class=\"xn-money\">$100,014.54<\/span> from a settlement between the subcontractors and the Department of Labor, making their total recovery <span class=\"xn-money\">$307,613.88<\/span>.<\/p>\n<p>&#8220;It shocks the conscience that these workers were paid at 20 percent below the required rates and most of them were not paid at all for more than half the time they worked,&#8221; said <span class=\"xn-person\">Omar Vincent Melehy<\/span>, lead counsel at Melehy &amp; Associates, an employment law firm that focuses on helping workers recover unpaid wages.<\/p>\n<p>The case stems from a 2011 federal contract for renovations to the H. Carl Moultrie Courthouse in <span class=\"xn-location\">Washington, D.C.<\/span> The project&#8217;s main contractor hired a subcontractor, C.R. Calderon Construction, Inc., for drywall, ceiling and other work.<\/p>\n<p>Calderon Construction then hired another subcontractor, Jacinto Construction, Inc., to perform work. The renovation contract required that workers be paid prevailing wages \u2013 <span class=\"xn-money\">$33.38<\/span> per hour for carpenters, <span class=\"xn-money\">$32.50<\/span> for finishers.<\/p>\n<p>Over the four-day trial, Melehy called 15 witnesses whose testimony established that\u00a0Jacinto Construction crews were performing work without being paid because C.R.
