They can&#8217;t,&#8221; said <span class=\"xn-person\">Lester Crawford<\/span>, chair of the <a target=\"_blank\" href=\"https:\/\/www.ctec.org\/\" rel=\"nofollow\">California Tax\u00a0Education Council (CTEC)<\/a>, a state-mandated nonprofit organization that manages the registration of more than 40,000 unlicensed tax preparers.<\/p>\n<p>&#8220;The key to staying out of trouble with the IRS and getting the so-called &#8216;biggest refund&#8217; is all about how much the tax preparer knows about tax laws,&#8221; Crawford said.<\/p>\n<p>It is one of the reasons why <span class=\"xn-location\">California<\/span> requires tax preparers to be licensed or registered.<\/p>\n<p>Anyone who prepares tax returns for a fee must be either an <a target=\"_blank\" href=\"http:\/\/members.calbar.ca.gov\/fal\/MemberSearch\/FindLegalHelp\" rel=\"nofollow\">attorney<\/a>, <a target=\"_blank\" href=\"http:\/\/www2.dca.ca.gov\/pls\/wllpub\/wllqryna$lcev2.startup?p_qte_code=PA&amp;p_qte_pgm_code=0300\" rel=\"nofollow\">certified public\u00a0accountant (CPA)<\/a>, <a target=\"_blank\" href=\"https:\/\/ctec.org\/Payer\/FindVerifyPreparer\/\" rel=\"nofollow\">CTEC-registered tax preparer (CRTP)<\/a> or <a target=\"_blank\" href=\"https:\/\/irs.treasury.gov\/rpo\/rpo.jsf\" rel=\"nofollow\">enrolled agent (EA)<\/a>. Each professional must pass an initial test and follow educational requirements.<\/p>\n<p>Yet despite state requirements, there are still rogue tax preparers who are stealing tax refunds from unsuspecting taxpayers.<\/p>\n<p>&#8220;They&#8217;re the hardest to track down because they don&#8217;t sign client tax returns. They just take the money and vanish,&#8221; said <span class=\"xn-person\">Esperanza Escobedo<\/span>, CRTP and CTEC board member.<\/p>\n<p>Below are the top three facts taxpayers should know about tax refunds\u2026<\/p>\n<ul type=\"disc\">\n<li>The tax refund should always be deposited or mailed directly to you. Never to the tax preparer.\n<\/li>\n<li>The fee should be based on the complexity of your tax return, not the amount of your tax refund.\n<\/li>\n<li>Never trust a tax preparer who promises &#8220;bigger&#8221; tax refunds than competitors or guarantees a tax refund before reviewing your information.<\/li>\n<\/ul>\n<p>&#8220;If the tax preparer somehow wants a piece of your refund?
