At the end of the lively, passionate discussion, an overwhelming majority of those present were convinced that the current bill, SB 905, like the previous three that failed, will spread alcohol overconsumption, loss of life, injury, and nuisance across the state. Next steps were also declared: <a target=\"_blank\" href=\"https:\/\/alcoholjustice.org\/take-action\/?vvsrc=%2fcampaigns%2f53605%2frespond\" rel=\"nofollow\"><i>tell <span class=\"xn-location\">California&#8217;s<\/span> elected leaders and the &#8220;late night entertainment&#8221; lobby \u2013 STOP the <span class=\"xn-chron\">4 a.m.<\/span> Bar Bill!<\/i><\/a><\/p>\n<p>Panelist <span class=\"xn-person\">Carson Benowitz-Fredericks<\/span>, Research Manager at Alcohol Justice, presented data showing:<\/p>\n<ul type=\"disc\">\n<li><span class=\"xn-location\">California<\/span> already suffers more annual alcohol-related harm than any other state\n<\/li>\n<li>10,572 deaths\n<\/li>\n<li>17,700 hospitalizations\n<\/li>\n<li>123,841 years potential life lost\u00a0 (chronic causes)\n<\/li>\n<li>180,017 years potential life lost (acute causes)\n<\/li>\n<li><span class=\"xn-money\">$34 billion<\/span> cost to public\n<\/li>\n<li><span class=\"xn-money\">$13.7 billion<\/span> cost to government\n<\/li>\n<li>Fatal DUI is a <u>chronic, worsening problem<\/u> for <span class=\"xn-location\">California<\/span>.\n<\/li>\n<li><a target=\"_blank\" href=\"https:\/\/alcoholjustice.org\/news-2\/blog\/209-trading-hours\/1335-4-a-m-last-call-research-update-splash-effect-means-one-city-s-party-is-another-city-s-pain\" rel=\"nofollow\">There is no such thing as &#8220;local control&#8221; in alcohol policy. The harm from one city&#8217;s decision to change last-call times splashes over every surrounding community.<\/a><\/li>\n<\/ul>\n<p>In a written statement, Los Angeles City Councilmember Paul Koretz stated, <i>&#8220;While we want our local businesses to thrive, no good can come from serving alcohol until <span class=\"xn-chron\">4 a.m.<\/span> \u00a0If this passes we can expect more DUIs, more drunk driving injuries and more alcohol related deaths.&#8221; \u00a0<\/i>He went on to say,<i> &#8220;No district is an island and it is outrageous to call this a local discretion bill when its impacts will spill over into adjacent jurisdictions that will be stuck with the very expensive public safety bill &#8211; the cost of life and death.&#8221;<\/i><\/p>\n<p>A peer-reviewed metal analysis by the U.S. Community Preventive Services Task Force, Chaired by <span class=\"xn-person\">Jonathan Fielding<\/span>, M.D., M.P.H., M.A., M.B.A, Distinguished Professor UCLA Fielding School of Public Health and UCLA Geffen School of Medicine, found that <a target=\"_blank\" href=\"https:\/\/www.thecommunityguide.org\/content\/reducing-the-harms-from-drinking-too-much-by-limiting-access-to-alcohol\" rel=\"nofollow\">every 2-hour increase in last-call times results in greater vehicle crash injuries and E.R. admissions.<\/a> (Hahn et al., 2010)\u00a0<\/p>\n<p>Panelist Dr. <span class=\"xn-person\">Deborah Allen<\/span>, ScD, Deputy Director of the Health Promotion Bureau at the LA County Department of Public Health, presented compelling data from <a target=\"_blank\" href=\"http:\/\/publichealth.lacounty.gov\/sapc\/MDU\/SpecialReport\/AODC2013.pdf\" rel=\"nofollow\"><i>Alcohol Outlet Density and Alcohol-Related Consequences by City and Community<\/i><\/a><i> in <span class=\"xn-location\">Los Angeles County<\/span>, 2013<\/i>, a report from the department published in 2016.<\/p>\n<p><i>&#8220;<span class=\"xn-location\">Los Angeles<\/span> and <span class=\"xn-location\">West Hollywood<\/span> have very large densities of bars, clubs and restaurants, which already impact the safety and livability of our neighborhoods,&#8221;<\/i> said <span class=\"xn-person\">Sarah Blanch<\/span>, Regional Director of the Institute for Public Strategies. <i>&#8220;The communities we work and live in are concerned about increasing alcohol problems even further with longer serving hours.&#8221;<\/i><\/p>\n<p><span class=\"xn-person\">Gilbert Mora<\/span>, Prevention Coordinator at Behavioral Health Services in <span class=\"xn-location\">Hollywood<\/span> commented, <i>&#8220;The research is clear. Extending closing times and removing restrictions on hours of sale is associated with increases in serious alcohol-related problems, including violence, emergency room admissions, alcohol-impaired driving, and motor vehicle collisions.&#8221;<\/i> <\/p>\n<p>In <span class=\"xn-location\">California<\/span>, more than 75% of alcohol-related deaths come from homicide, poisoning, falls, and motor vehicle crashes, all of which could increase with the usual binge drinking cutoff time extending to <span class=\"xn-chron\">4 a.m.<\/span> Levels of intoxication continue to increase for 30 to 90 minutes after the last drink, so for many <span class=\"xn-chron\">4 a.m.<\/span> last call drivers, their intoxication could peak at 5 or <span class=\"xn-chron\">5:30 a.m.<\/span>, not an unusually early commute time for workers in many parts of the state.<\/p>\n<p><i>&#8220;The negative cumulative effects on our neighborhoods has already and will continue to degrade our quality of life,&#8221;<\/i> stated panelist <span class=\"xn-person\">Oren Katz<\/span>, Hollywood Hills West Neighborhood Councilmember. &#8220;<i>We cannot achieve, as our mayor would like, &#8216;walkable streets&#8217; when we our police department is already stretched thin; when we are in the middle of an ever-growing homeless crisis; when we are tasked with regulating the legalization of drugs; and we are in the middle of fighting the proposal to extend the drinking hours until <span class=\"xn-chron\">4 a.m.<\/span>&#8221; <\/i><\/p>\n<p>SB 905 is scheduled for a hearing in the <span class=\"xn-location\">California<\/span> Senate Committee on Governmental Organization on <span class=\"xn-chron\">Tuesday, July 13, 2018<\/span>.
