Guti\u00e9rrez&#8217;s show helped create an opening for discussions on the welfare of <span class=\"xn-location\">Guatemala<\/span> at a time when many Latin American countries struggled with similar sociopolitical issues. On <span class=\"xn-chron\">September 19<\/span>, &#8220;Raz\u00f3n de Estado&#8221; premiered through Guatevisi\u00f3n, marking Guti\u00e9rrez&#8217;s return to television with his non-profit organization, <a target=\"_blank\" href=\"https:\/\/www.fundacionlibertad.com\/node\" rel=\"nofollow\">Fundacion Libertad y Desarollo<\/a>.<\/p>\n<div id=\"prni_dvprnevid2847left\" title=\" \" style=\"TEXT-ALIGN: left; WIDTH: 100%\" dir=\"ltr\"><object id=\"prnevid2847left\" name=\"prnevid2847left\" width=\"512\" height=\"288\" align=\"middle\" data=\"https:\/\/www.youtube.com\/embed\/4C2hBEiod2U\"><\/object><\/div>\n<p>In the first segment of the inaugural episode, Guti\u00e9rrez addressed the causes that have prevented <span class=\"xn-location\">Guatemala&#8217;s<\/span> government from solving the most pressing problems affecting its citizens: &#8220;Today we are facing the failure of one more government, a government that was unable to see the signs of the times,&#8221; Guti\u00e9rrez explained, &#8220;Instead of strengthening the State, improving the justice system, instilling confidence in the economy\u2026 [the President] dedicated himself to hiding his faults and protecting his own interests. &#8220;<\/p>\n<p>Guti\u00e9rrez also claimed that corruption and impunity have impeded the development of Guatemalan society. &#8220;Oblivion has been the traveling companion of corruption; and corruption without justice is impunity; impunity is a source of backwardness and poverty\u2026The moral bankruptcy of delinquents who call themselves politicians are just some of the symptoms of <span class=\"xn-location\">Guatemala&#8217;s<\/span> true tragedy: political underdevelopment.&#8221; <\/p>\n<p>In the second segment of the program, Guti\u00e9rrez interviewed the former president of <span class=\"xn-location\">Colombia<\/span>, <span class=\"xn-person\">Andres Pastrana<\/span>, who spoke about the political context and the problems faced by <span class=\"xn-location\">Colombia<\/span> before launching &#8220;Plan Colombia&#8221; and explained that creating an alliance with <span class=\"xn-location\">the United States<\/span> was key in combating drug trafficking at that time. &#8220;The U.S. used the drug and we produced it,&#8221; said Pastrana. &#8220;We spoke with the U.S. President and asked for the financial support we needed\u2026Plan Colombia became policy there and in the U.S.&#8221;<\/p>\n<p>In the final segment, Guti\u00e9rrez diagnosed the situation in <span class=\"xn-location\">Guatemala<\/span>, showing alarming figures of poverty, chronic malnutrition, illiteracy, inequality and high levels of violence. He also mentioned low economic growth, the lack of employment and the consequent migration of millions to <span class=\"xn-location\">the United States<\/span> in recent decades.
