The &#8220;Zombie&#8221; bill\u2013it just won&#8217;t go away\u2013was introduced for a third time by Senator <span class=\"xn-person\">Scott Wiener<\/span> (D-<span class=\"xn-location\">San Francisco<\/span>) and Principal Co-Author Assembly Member Miguel Santiago (D-<span class=\"xn-location\">Los Angeles<\/span>). They seek to impose a preposterously dangerous &#8220;pilot program&#8221; on ten cities that will make lab rats out of 78 per cent of the <span class=\"xn-location\">California<\/span> population. With no explanation, <span class=\"xn-location\">Fresno<\/span> in the Central Valley was added to the bill, where impaired driving from <span class=\"xn-chron\">4 a.m.<\/span> into commuting hours is likely to more than double.<\/p>\n<div id=\"prni_dvprnejpg937fleft\" style=\"WIDTH: 100%; TEXT-ALIGN: left\" dir=\"ltr\"><img decoding=\"async\" id=\"prnejpg937fleft\" title=\"Alcohol Justice logo. (PRNewsFoto\/Alcohol Justice)\" align=\"middle\" imagelabel=\"General\" src=\"https:\/\/mma.prnewswire.com\/media\/147418\/alcohol_justice_logo.jpg \"\/><\/div>\n<p><i>&#8220;The latest myth from Senator <span class=\"xn-person\">Scott Wiener<\/span> is that SB 58 is what he calls &#8220;pure local control,&#8221; but our latest video shows he is an enemy of local control in this bill and in his SB 50 upzoning bill,&#8221; <\/i>stated <span class=\"xn-person\">Bruce Lee Livingston<\/span>, Executive Director \/ CEO of Alcohol Justice<i>. &#8220;Wiener&#8217;s <span class=\"xn-chron\">4 a.m.<\/span> bar bill will cause death and maiming on the highways in what researchers call &#8220;Splash Zones&#8221; surrounding the ten &#8220;pilot project&#8221; cities. Commuters have no &#8220;local control&#8221; over traffic collisions and drunk drivers during their commute to work from <span class=\"xn-chron\">5 a.m. to 9 a.m.<\/span>&#8220;<\/i><\/p>\n<p>The latest research predicts a 230% increase in fatalities, and a 179% increase in injury collisions during the morning rush hours from <span class=\"xn-chron\">5 a.m. to 9 a.m.<\/span> (Analysis by <b>PourSafe.com<\/b> with Statewide Integrated Traffic Records System (<b>SWITTERS<\/b>) \/ CHP data).\u00a0<\/p>\n<p>Alcohol Justice and California Alcohol Policy Alliance (CAPA) issued a powerful report in 2018 (<a target=\"_blank\" href=\"https:\/\/c212.net\/c\/link\/?t=0&amp;l=en&amp;o=2399022-1&amp;h=3484333524&amp;u=http%3A%2F%2Falcoholjustice.org%2Fimages%2Freports%2Freports-full%2FLATE-NIGHT-THREAT-final.pdf&amp;a=The+Late+Night+Threat%3A+Science%2C+Harms%2C+and+Costs+of+Extending+Bar+Service+Hours\" rel=\"nofollow\">The Late Night Threat: Science, Harms, and Costs of Extending Bar Service Hours<\/a>)\u00a0to help kill Wiener&#8217;s 2<sup>nd<\/sup> attempt at a <span class=\"xn-chron\">4 a.m.<\/span> bar bill &#8211; SB 905. Governor Brown with advice from <span class=\"xn-location\">California<\/span> Highway Patrol vetoed the bill with these words: <i>&#8220;I believe we have enough mischief from midnight to 2 without adding two more hours of mayhem.&#8221;<\/i><\/p>\n<p><span class=\"xn-location\">California<\/span> currently suffers over 10,500 alcohol-related deaths and <span class=\"xn-money\">$35 billion<\/span> in costs annually. The California Office of Traffic Safety has reported that fatal DUI is a chronic, worsening problem for the state.\u00a0Between 2014 and 2016, alcohol-related crash deaths rose 21%. That number can only go up with two additional hours of alcohol consumption. Thus, the only benefit of selling alcohol <span class=\"xn-chron\">between 2 a.m. and 4 a.m.<\/span> will be greater profits to bar, restaurant, and club owners in the party zones the bill creates. Meanwhile, the public and all levels of government will be forced to continue to cover the costs of cleaning up the mess that follows.<\/p>\n<p>Last <span class=\"xn-chron\">Tuesday, March 5<\/span>, <span class=\"xn-location\">Los Angeles<\/span> City Councilman <span class=\"xn-person\">Paul Koretz<\/span>, introduced a resolution opposing the idea of earlier bar times. <i>&#8220;Let me be clear: If this passes we can expect more DUIs, more drunk driving and more alcohol-related deaths,&#8221;<\/i> Koretz said at a 2017 City Hall news conference. <i>&#8220;Once this is the law, it will be much harder to reverse.&#8221;<\/i><\/p>\n<p><span class=\"xn-person\">Carson Benowitz-Fredericks<\/span>, research manager at Alcohol Justice, summarized the existing evidence supporting how the acute effects of extending alcohol sales would spread to <a target=\"_blank\" href=\"https:\/\/c212.net\/c\/link\/?t=0&amp;l=en&amp;o=2399022-1&amp;h=1142325980&amp;u=https%3A%2F%2Falcoholjustice.org%2Fnews-2%2Fblog%2F209-trading-hours%2F1335-4-a-m-last-call-research-update-splash-effect-means-one-city-s-party-is-another-city-s-pain&amp;a=%22Splash+Zones%22\" rel=\"nofollow\">&#8220;Splash Zones&#8221;<\/a> surrounding the 10 cities mentioned in the bill: <span class=\"xn-location\">Los Angeles<\/span>, <span class=\"xn-location\">San Francisco<\/span>, <span class=\"xn-location\">Sacramento<\/span>, <span class=\"xn-location\">Oakland<\/span>, <span class=\"xn-location\">Long Beach<\/span>, <span class=\"xn-location\">West Hollywood<\/span>, <span class=\"xn-location\">Fresno<\/span>, <span class=\"xn-location\">Palm Springs<\/span>, Cathedral City, &amp; Coachella. <\/p>\n<p>He also commented that a <i>true<\/i> &#8220;pilot project&#8221; would cover a small sample, not the 78% of the state&#8217;s population that will be exposed to additional alcohol-related harms if SB 58 becomes law.
