What&#8217;s more,\u00a0a vast majority\u00a0of those polled\u00a0are aware of the benefits clean energy has on the environment, including cleaner air\/less pollution (82 percent), helping preserve\/protect the environment (71 percent), and combatting climate change\/less global warming (62 percent).\u00a0According to EUC, these findings reveal an opportunity for all Californians to rally around the state&#8217;s new energy vision, which in 2019 includes harnessing the availability of clean energy throughout the day.<\/p>\n<p>&#8220;The impacts of climate change are threatening\u00a0California &#8211;\u00a0our health, our livelihoods, and our future,&#8221;\u00a0said\u00a0Michael Picker, the president of the\u00a0California Public Utilities Commission (CPUC). &#8220;Californians\u00a0are doing\u00a0their part\u00a0by using\u00a0our growing supplies of\u00a0clean\u00a0renewable\u00a0energy\u00a0and practicing conservation wisely.\u00a0Energy Upgrade California\u00a0will\u00a0help\u00a0residents\u00a0understand the\u00a0tools and resources\u00a0available\u00a0that will keep the Golden State golden.&#8221;<\/p>\n<p>According to EUC,\u00a0over the past two decades, <span class=\"xn-location\">California<\/span> has undergone a\u00a0significant\u00a0transformation focused on increasing the state&#8217;s consumption of electricity generated by renewable energy resources. These efforts are tied in part to the state&#8217;s goal to become a zero-carbon electricity state by 2045.<\/p>\n<p>&#8220;The state&#8217;s electric grid is increasingly powered by clean, renewable sources of energy; when the sun is out and the wind is blowing. The challenge is in the late afternoon and evening, when demand for energy rises and renewable energy generation declines. At this time, electricity is more likely to be produced by non-renewable energy sources, which emit greenhouse gases,&#8221; said Picker.<\/p>\n<p><b>San Diego Transitions to Time-of-Use Rate Plans<\/b><\/p>\n<p>To\u00a0inspire\u00a0use of renewable energy, Californians will be encouraged to\u00a0efficiently use\u00a0power between\u00a0the hours of\u00a04 and\u00a09 p.m.\u00a0and shift use to parts of the day when\u00a0electricity from renewable resources (such as sun and wind) is more readily available.<\/p>\n<p>Following Sacramento Municipal Utility District (SMUD), San Diego Gas and Electric (SDG&amp;E) will be the first investor-owned utility (IOU) transitioning its residents to TOU rate plans beginning in March 2019.\u00a0The state&#8217;s other major\u00a0IOUs\u00a0will implement\u00a0similar plans late\u00a0into 2020. TOU rate plans were approved by the CPUC&#8217;s 2015 Residential Rate Reform decision (D.15-07-001) and\u00a0share a common theme \u2013\u00a0<i>when<\/i>\u00a0electricity is used matters as much as\u00a0<i>how much<\/i>\u00a0electricity is used.<\/p>\n<p>TOU rate plans\u00a0are intended to support the state&#8217;s clean energy goals,\u00a0and empower residents to take control of how and when they use energy. The\u00a0EUC poll demonstrates that Californians have a mindset to support this effort.
