City workers say that critical city departments and services are already understaffed and overwhelmed, yet Mayor London Breed and City Administrators are failing to bargain contracts that invest in services that residents rely on or that prevent the displacement of working families from <span class=\"xn-location\">San Francisco<\/span>.<\/p>\n<p>&#8220;Our hospitals and clinics are chronically understaffed,&#8221; said <span class=\"xn-person\">Jennifer Esteen<\/span>, a registered nurse at the city&#8217;s Psych Emergency Room in the Department of Public Health. &#8220;Patients without housing have nowhere to go but back into the streets after seeking help for life-threatening issues or giving birth. It&#8217;s heartbreaking that this happens on a daily basis in a city as absurdly rich as <span class=\"xn-location\">San Francisco<\/span>.&#8221; <\/p>\n<p>&#8220;City workers who provide services to this community can&#8217;t afford to live here,&#8221; said <span class=\"xn-person\">Trevor Adams<\/span>, who works at SF Municipal Transportation Agency (SFMTA)\/MUNI. &#8220;Some of us are <a target=\"_blank\" href=\"https:\/\/c212.net\/c\/link\/?t=0&amp;l=en&amp;o=2433672-1&amp;h=867947293&amp;u=https%3A%2F%2Fwww.sfexaminer.com%2Fthe-city%2Fmany-muni-drivers-sleeping-in-their-cars-due-to-long-commutes%2F&amp;a=living+in+cars\" rel=\"nofollow\">living in cars<\/a>, not seeing our families for days just to eke out a living.&#8221; City workers must commute hours to <span class=\"xn-location\">San Francisco<\/span> to provide care, maintenance, and administration of city services as a result of record-breaking housing costs. The profitability of these gig economy business models rely in part on poverty wages for their drivers and on <a target=\"_blank\" href=\"https:\/\/c212.net\/c\/link\/?t=0&amp;l=en&amp;o=2433672-1&amp;h=1871525610&amp;u=http%3A%2F%2Ffortune.com%2F2015%2F10%2F22%2Fuber-tax-shell%2F&amp;a=dodging+paying+their+fair+share\" rel=\"nofollow\">dodging paying their fair share<\/a>\u00a0into the infrastructure and public services its employees rely on to exist. <\/p>\n<p>An analysis of Uber&#8217;s publicly-available finances reveal that it minimizes its tax payments into federal coffers that help subsidize homeless and housing programs in the city. By using an intricate network of foreign tax havens and subsidiaries, Uber shields its earnings from being taxed at the U.S. rate. In 2018, Uber used a Dutch subsidiary to pay taxes on its <span class=\"xn-money\">$11.4 Billion<\/span> net revenue, avoiding paying more than <span class=\"xn-money\">$2 Billion<\/span> in federal taxes that could have gone towards local communities to fund public services and fix infrastructure. In 2016, it was reported that Uber sold its Chinese operations to a competitor for <span class=\"xn-money\">$7 Billion<\/span>. However, its tax shelter scheme ensures that only <span class=\"xn-money\">$101.5 million<\/span> from that sale would be taxed by the U.S., resulting in a loss of over <span class=\"xn-money\">$1.3 Billion<\/span> in federal tax dollars that could be used to help fund vital city and county services.<\/p>\n<p><span class=\"xn-person\">Theresa Rutherford<\/span>, a SF patient care aide and SEIU 1021 Vice President of <span class=\"xn-location\">San Francisco<\/span>, said\u00a0&#8220;Our city is at a cross roads, and our Mayor and city leaders must take a stand to ensure that <span class=\"xn-location\">San Francisco<\/span> is a City that works for everyone\u2014not just the 1%.
