The foundation plans to award grants totaling <span class=\"xn-money\">$2 million<\/span>. <\/p>\n<div id=\"prni_dvprnejpg88b2left\" style=\"WIDTH: 100%; TEXT-ALIGN: left\" dir=\"ltr\"><img decoding=\"async\" id=\"prnejpg88b2left\" title=\" \" border=\"0\" alt=\" \" align=\"middle\" imagelabel=\"General\" src=\"https:\/\/mma.prnewswire.com\/media\/970196\/Hogg_Foundation.jpg\"\/><\/div>\n<p>The primary focus is to aid collaborative approaches that aim to reach traditionally <b>hard-to-count (HTC)<\/b> populations, communities and geographic areas throughout the state. The goal is to promote active participation in the 2020 Census so that every person in <span class=\"xn-location\">Texas<\/span> is counted.<\/p>\n<p>Without a complete count during the 2020 Census, <span class=\"xn-location\">Texas<\/span> will face unprecedented challenges, losing both resources and representation for at least a decade. An accurate and complete census is necessary to determine fair allocation of federal dollars for resources, services and infrastructure that support our everyday quality of life. <\/p>\n<p>Latino communities are especially likely to be concentrated in hard-to-count areas of the state. The Census Bureau estimates that Latinos were undercounted by about 700,000 in the 2010 Census, and that approximately 400,000 Latino children between the ages of 0 and 4 were overlooked. A significant undercount of this population would have a seriously negative impact on their communities and the state as a whole.<\/p>\n<p>&#8220;An undercount of <span class=\"xn-location\">Texas&#8217;<\/span> population by even one-percent could result in a <span class=\"xn-money\">$300 million<\/span> loss in federal funding, and about 25 percent of Texans\u2014over 6 million people\u2014live in hard-to-count neighborhoods,&#8221; said Dr. <span class=\"xn-person\">Octavio N. Martinez, Jr.<\/span>, executive director of the Hogg Foundation and senior associate vice president for diversity and community engagement at The <span class=\"xn-org\">University of Texas at Austin<\/span>. &#8220;So the stakes, particularly for Latinos and other historically excluded communities, couldn&#8217;t be higher.&#8221;<\/p>\n<p>The foundation seeks proposals that support (1) direct, local, on-the-ground complete count efforts or (2) statewide coordination of these local efforts. Preference will be given to strategies that focus on HTC populations and communities or geographic regions in <span class=\"xn-location\">Texas<\/span> that are designated as <a target=\"_blank\" href=\"https:\/\/c212.net\/c\/link\/?t=0&amp;l=en&amp;o=2570433-1&amp;h=248815805&amp;u=https%3A%2F%2Fwww.dshs.texas.gov%2Ftpco%2FHPSADesignation%2F&amp;a=health+professional+shortage+areas\" rel=\"nofollow\">health professional shortage areas<\/a>.<\/p>\n<p>Hard-to-count populations are defined as persons who typically do not get captured by census data, according to the Census Bureau&#8217;s research. Examples are children under the age of five, highly mobile people, racial and ethnic minorities, non-English speakers, low-income and persons experiencing homelessness, and undocumented immigrants. People with mental health conditions are also a HTC population.
