How you reconcile that, I will never know.&#8221;<\/i><\/p>\n<p>The <a target=\"_blank\" href=\"https:\/\/c212.net\/c\/link\/?t=0&amp;l=en&amp;o=2581125-1&amp;h=2628472384&amp;u=https%3A%2F%2Falcoholjustice.org%2Fimages%2Fmedia%2Fpress%2520releases%2F8-27-19_LACityCouncil-SB58_PR-final.pdf&amp;a=Los+Angeles+City+Council\" rel=\"nofollow\">Los Angeles City Council<\/a>, as well as the Los Angeles County Democratic Party, recently passed resolutions opposing the dangerous so-called &#8220;pilot project.&#8221; They, and an impressive majority of State Assembly echoed last year&#8217;s veto statement by Governor Brown of Wiener&#8217;s nearly identical SB 905. Governor Brown said, <i>&#8220;I believe we have enough mischief from midnight to 2 without adding two more hours of mayhem.&#8221; <\/i><\/p>\n<p><i>&#8220;This is a huge victory,&#8221; <\/i>said Los Angeles City Councilmember Paul Koretz<i>. &#8220;The California Assembly chose the safety of its residents over profits for alcohol-related businesses. I am proud of their actions and of the coalition that fought to oppose this dangerous bill.&#8221;<\/i><\/p>\n<p><i>&#8220;The State Assembly spoke early this morning and the people of <span class=\"xn-location\">California<\/span> won by defeating SB 58,&#8221; <\/i>said <span class=\"xn-person\">Richard Zaldivar<\/span>,<b>\u00a0<\/b>Executive Director and Founder\u00a0The Wall-Las Memorias Project, Co-Chair California Alcohol Policy Alliance (CAPA).<i>\u00a0&#8220;We stopped the attempt by the nightlife lobby to harm our communities. Thank you to the members of the legislature that voted for people over special interests.&#8221;<\/i><\/p>\n<p>In late August, a surprise Assembly Appropriations Committee amendment reduced SB 58&#8217;s last call change from <span class=\"xn-chron\">4 a.m. to 3 a.m.<\/span> However, critics of the policy change were quick to point out that even one more hour of alcohol sales in ten different cities disrupts the protections of a uniform, statewide <span class=\"xn-chron\">2 a.m.<\/span> last call.\u00a0 Surrounding communities would have experienced increased harms and costs while alcohol sellers in the epicenter of nightlife entertainment districts would have seen marginal economic benefits. <\/p>\n<p>In 2018, the evidence for increased harms was presented to the legislature in an Alcohol Justice\/CAPA report entitled <a target=\"_blank\" href=\"https:\/\/c212.net\/c\/link\/?t=0&amp;l=en&amp;o=2581125-1&amp;h=739590571&amp;u=http%3A%2F%2Falcoholjustice.org%2Fimages%2Freports%2Freports-full%2FLATE-NIGHT-THREAT-final.pdf&amp;a=The+Late+Night+Threat%2C+Science%2C+Harms%2C+and+Costs+of+Extending+Bar+Service+Hours.\" rel=\"nofollow\">The Late Night Threat, Science, Harms, and Costs of Extending Bar Service Hours.<\/a> It highlighted the existing data supporting how the acute effects of extending alcohol sales would spread to <a target=\"_blank\" href=\"https:\/\/c212.net\/c\/link\/?t=0&amp;l=en&amp;o=2581125-1&amp;h=1770578656&amp;u=https%3A%2F%2Falcoholjustice.org%2Fnews-2%2Fblog%2F209-trading-hours%2F1335-4-a-m-last-call-research-update-splash-effect-means-one-city-s-party-is-another-city-s-pain&amp;a=%22Splash+Zones%22\" rel=\"nofollow\">&#8220;Splash Zones&#8221;<\/a> surrounding the pilot project cities. <\/p>\n<p>This year a new analysis was done by the respected <span class=\"xn-location\">Oakland<\/span>-based <a target=\"_blank\" href=\"https:\/\/c212.net\/c\/link\/?t=0&amp;l=en&amp;o=2581125-1&amp;h=3092980919&amp;u=http%3A%2F%2Farg.org%2F&amp;a=ARG+organization\" rel=\"nofollow\">ARG organization<\/a>, a project of the Public Health Institute. The <i><a target=\"_blank\" href=\"https:\/\/c212.net\/c\/link\/?t=0&amp;l=en&amp;o=2581125-1&amp;h=3631057816&amp;u=https%3A%2F%2Fwww.alcoholjustice.org%2Fimages%2Freports%2Freports-full%2Fhighcost4am-PRINT.pdf&amp;a=%22High+Cost+of+the+4+A.M.+Bar+Bill%22\" rel=\"nofollow\">&#8220;High Cost of the <span class=\"xn-chron\">4 A.M.<\/span> Bar Bill&#8221;<\/a>\u00a0 <\/i>\u00a0was a first of its kind cost-benefit analysis detailing the effects of changing state alcohol policy to allow later last call at bars, restaurants, and clubs. The analysis disturbingly documented the worst concerns of Alcohol Justice and CAPA that <a target=\"_blank\" href=\"https:\/\/c212.net\/c\/link\/?t=0&amp;l=en&amp;o=2581125-1&amp;h=872439765&amp;u=https%3A%2F%2Falcoholjustice.org%2Fimages%2Freports%2Freports-full%2FLATE-NIGHT-THREAT-final.pdf&amp;a=public+health+and+safety\" rel=\"nofollow\">public health and safety<\/a> would be severely compromised if SB 58 became law.<\/p>\n<p><i>&#8220;The Assembly saw right through Senator Wiener&#8217;s <a target=\"_blank\" href=\"https:\/\/c212.net\/c\/link\/?t=0&amp;l=en&amp;o=2581125-1&amp;h=821043597&amp;u=https%3A%2F%2Ftwitter.com%2FAlcoholJustice%2Fstatus%2F1172925615521116160%3Fs%3D20&amp;a=haze+of+faulty+justification\" rel=\"nofollow\">haze of faulty justification<\/a> and for the 3<sup>rd<\/sup> time, <span class=\"xn-location\">California<\/span> said NO to this author&#8217;s dangerous policy change,&#8221; <\/i>stated <span class=\"xn-person\">Michael Scippa<\/span>, Public Affairs Director at Alcohol Justice. <i>&#8220;To paraphrase a song from the Wizard of Oz, <\/i><i>&#8216;&#8230;it&#8217;s not only merely dead, it&#8217;s really most sincerely dead&#8217;.
