{"id":95682,"date":"2021-09-02T11:00:00","date_gmt":"2021-09-02T15:00:00","guid":{"rendered":"https:\/\/hispanicprwire.com\/english-independent-compensation-program-for-victims-of-sexual-abuse-by-diocesan-priests-in-california-concludes\/"},"modified":"2021-09-02T11:10:05","modified_gmt":"2021-09-02T15:10:05","slug":"concluye-programa-de-indemnizacion-independiente-para-victimas-de-abuso-sexual-por-sacerdotes-diocesanos-en-california","status":"publish","type":"post","link":"https:\/\/hispanicprwire.com\/en\/concluye-programa-de-indemnizacion-independiente-para-victimas-de-abuso-sexual-por-sacerdotes-diocesanos-en-california\/","title":{"rendered":"Independent Compensation Program For Victims Of Sexual Abuse By Diocesan Priests In California Concludes"},"content":{"rendered":"<p><\/p>\n<style type=\"text\/css\"><![CDATA[\n\/* Style Definitions *\/\nspan.prnews_span\n{\nfont-size:8pt;\nfont-family:\"Arial\";\ncolor:black;\n}\na.prnews_a\n{\ncolor:blue;\n}\nli.prnews_li\n{\nfont-size:8pt;\nfont-family:\"Arial\";\ncolor:black;\n}\np.prnews_p\n{\nfont-size:0.62em;\nfont-family:\"Arial\";\ncolor:black;\nmargin:0in;\n}\n]]><\/style>\n<div class=\"xn-content\">\n<p><span class=\"xn-location\">LOS ANGELES<\/span>, <span class=\"xn-chron\">Sept. 2, 2021<\/span> \/PRNewswire-HISPANIC PR WIRE\/ &#8212;\u00a0With a total of <span class=\"xn-money\">$23,970,000<\/span> paid to victims\/survivors who were abused as minors by diocesan priests in six <span class=\"xn-location\">California<\/span> dioceses, the Independent Compensation Program (ICP) for Victims of Sexual Abuse by Diocesan Priests in <span class=\"xn-location\">California<\/span> is preparing to conclude, having finished processing the last claim.\u00a0 The announcement was made by the Independent Oversight Committee (IOC), whose members include former Secretary of Defense <span class=\"xn-person\">Leon Panetta<\/span>, former Governor <span class=\"xn-person\">Gray Davis<\/span>, and business leader and 24<sup>th<\/sup> Administrator of the U.S. Small Business Administration, <span class=\"xn-person\">Maria Contreras-Sweet<\/span>. <\/p>\n<p>The ICP was launched in <span class=\"xn-chron\">September 2019<\/span> to provide any victim\/survivor of childhood sexual abuse by a diocesan priest from any of the six participating diocese the opportunity to seek a non-adversarial resolution, regardless of when the abuse occurred.\u00a0 The six participating dioceses were <span class=\"xn-location\">Fresno<\/span>, <span class=\"xn-location\">Orange<\/span>, <span class=\"xn-location\">Sacramento<\/span>, <span class=\"xn-location\">San Bernardino<\/span>, <span class=\"xn-location\">San Diego<\/span>, and the Archdiocese of <span class=\"xn-location\">Los Angeles<\/span>. Together, the participating dioceses comprise more than 10 million Catholics, or about 80 percent of <span class=\"xn-location\">California&#8217;s<\/span> Catholic population. <\/p>\n<p>The program was run by two nationally recognized mediators and private compensation program administrators, <span class=\"xn-person\">Kenneth R. Feinberg<\/span> and <span class=\"xn-person\">Camille S. Biros<\/span>.\u00a0 The ICP Administrators were vested with absolute and independent discretion to determine each victim\/survivor&#8217;s eligibility and settlement offer.\u00a0 While the participating dioceses cooperated with the ICP Administrators, neither of the participating dioceses, nor the IOC had any authority to overrule the Administrator&#8217;s determinations. \u00a0Participation in the ICP was confidential and voluntary, and participants were not required to have counsel.\u00a0 However, those that did not have a lawyer were provided one at no charge to ensure they each understood before they accepted the terms of the settlement.<\/p>\n<p>&#8220;No settlement alone will ever correct the pain or injustice of childhood sexual abuse.\u00a0 Victims deserve accountability, which is why I signed a law in 2003 reopening the civil statute of limitations for childhood sexual abuse,&#8221; said former <span class=\"xn-location\">California<\/span> Governor <span class=\"xn-person\">Gray Davis<\/span>. &#8220;Reopening the statute of limitations resulted in over <span class=\"xn-money\">$1.2 billion dollars<\/span> in payouts to victims.\u00a0 In 2020 the State again reopened and extended the civil statute of limitations.\u00a0 Notwithstanding the change in State law, 197 victim\/survivors opted for the ICP over civil litigation, thus, reinforcing the importance of having a parallel, non-adversarial, and confidential alternative to civil litigation.\u00a0 We understood some victims\/survivors would only come forward if they could maintain their privacy,&#8221; continued Governor Davis.\u00a0 &#8220;Unfortunately, without a guarantee of privacy, some victim\/survivors would not have come forward and would not have a remedy.\u00a0 In that context, the ICP functioned precisely as it was envisioned, and proved to be a valuable alternative for victim\/survivors. We thank the ICP and its Administrators for their hard work, relentless attention to detail, and mostly for their victim\/survivor centered compassion and empathy in administering this program.&#8221;<\/p>\n<p>&#8220;It was particularly important that we offered a program that provided victim\/survivors of sexual abuse with a viable non-adversarial and confidential alternative to a long and protracted litigation process,&#8221; said former Secretary of Defense <span class=\"xn-person\">Leon Panetta<\/span>.<\/p>\n<p>The program accomplished its intent because of its speed of resolution, confidentiality and transparency of process.
