Blue Shield of California Announces California’s COVID-19 Vaccine Network with Capacity to Administer 5.5 Million Doses per Week

OAKLAND, Calif., March 31, 2021 /PRNewswire-HISPANIC PR WIRE/ — Blue Shield of California, the state of California’s third-party administrator, today announced it has successfully transitioned the state’s enhanced COVID-19 vaccine provider network that can administer 5.5 million doses a week to help save more lives.

The dramatically increased capacity is the result of collaboration among state health officials, local health jurisdictions and nearly 300 providers throughout the state that operate some 2,200 vaccination sites.

The network reaches more than 99 percent of Californians, and 99 percent of those who live in the Healthy Places Index lowest quartile areas, based on the state’s requirement of access to providers within 10 miles in urban areas and 30 miles in rural areas.

“Equitable distribution of the vaccine is a top priority for the state of California and we have made great progress in building a statewide system that supports that goal,” said Paul Markovich, president & CEO, Blue Shield of California. “There’s still more work to do as more providers and local health jurisdictions join the statewide network. California continues to build positive momentum as it readies to receive increased supply of COVID-19 vaccines from the federal government in the coming weeks.

In addition to building the state’s capacity to administer 5.5 million doses a week, other key milestones include:

  • 34 local health jurisdictions (LHJs) have joined the state’s enhanced vaccine network, representing the vast majority of Californians. More LHJs are expected to join in coming days.
  • 1,400 clinics have onboarded to My Turn, the state’s vaccine scheduling system.
  • Equity momentum is building with significant improvement in vaccination rates among Californians who live in Healthy Places Index lowest quartile communities.
  • More than 2 million appointments completed through My Turn, enabling the third-party administrator to more effectively track vaccines and make equitable allocation recommendations to the state, which makes the final allocation decisions.

It’s important to note that providers whose patients are awaiting second doses will continue to receive vaccine allocation from the state in order to complete those vaccinations. In addition, Blue Shield will continue to onboard eligible providers who are interested in participating in the state’s enhanced network to help ensure vaccines are available to as many Californians as possible.

Blue Shield is a nonprofit health plan that’s answering the call by the state to support its vaccine distribution efforts to help save lives. The health plan is working closely with each county, its public health leaders, and state officials to build a vaccine network to help meet the state’s goal to ensure all Californians have access to the vaccines equitably, efficiently and as quickly as possible.

The health plan is taking on this effort at cost without making a profit from the state. Blue Shield is not charging the state for its staff time devoted to this effort. It will only bill the state actual expenses to support the network up to the limit of the contract.

While that might be depressingly predictable to many financial experts, there was a big surprise: Even more people won’t do that.

Of the 1,000 respondents, 42 percent agreed with this statement: “I believe we’ve learned how much interest and fees cost. We’ll permanently cut back.”

Even higher numbers displayed advanced knowledge of credit card usage that didn’t seem to exist before the pandemic. With Financial Literacy Month approaching, Americans seem to finally be applying the lessons they’ve learned:

  • The 2019 Debt.com survey found that 49 percent said they “never or rarely hit my credit limits.” That jumps to 57 percent at the height of the pandemic.
  • There was a 10 percent decrease in the number of people who used credit cards for shopping. Sixty percent versus 70 percent in 2019 – despite the rise of online shopping during the pandemic.
  • The number of people holding over $20,000 in credit card debt increased by just one percent in 2021 over 2019, while the number of people signing up for new credit decreased by 1.5 percent.

The most significant number to one financial expert was that last one, even though it’s the smallest.

“Opening new credit cards can drag down your credit score and it’s a warning sign,” says Debt.com President Don Silvestri.  “In my experience, it’s likely that a person has maxed out their other cards and is seeking more breathing room. Unfortunately, they rarely catch up. Instead, they get trapped with more debt.”

While overall debt has ticked up a couple percentage points across the board year over year, the fact that consumers are sticking to a few cards, avoiding hitting their credit limits, and charging less frivolously, are all good signs for a post-pandemic world.”

Representative Emily Slosberg’s Sexual Assault Kit Tracking Bill Passes Second House Committee

TALLAHASSEE, Fla., March 30, 2021 /PRNewswire-HISPANIC PR WIRE/ — HB 673, Gail’s Law, by Representative Emily Slosberg (D–Boca Raton) passed out of the House Justice Appropriations Subcommittee with unanimous, bipartisan support.  Gail’s Law would require the Florida Department of Law Enforcement to create and maintain a statewide system for tracking sexual assault evidence kits from the point of collection through the criminal justice process.  The tracking system would be accessible to survivors of sexual assault, giving them the option of opting-in for updates on the status of the evidence in their case.  Currently, 30 states and Washington D.C. have implemented a statewide database for tracking sexual assault kits.

HB 673 is named Gail’s Law after Gail Gardner, an Orlando woman who is survivor of a vicious sexual assault in 1988 by an armed man who broke into her home and raped her at knifepoint.  Despite courageously consenting to an invasive forensic exam, where a sexual assault evidence kit was collected, Gail had to wait nearly 30 years before her kit was tested.  In November of last year, Orlando police finally identified Gail’s attacker as a man who was already in prison for another sexual assault.  That man is accused of assaulting 15 other women in Florida, yet evidence that could have led to his conviction sat on a shelf for 33 years.

In response to Gail’s Law passing out of its second House committee, Representative Slosberg, the Co-Chair of the Florida Women’s Legislative Caucus, said, “I want to thank my colleagues on the Justice Appropriations Subcommittee for their support of this landmark legislation.  There is no reason why we should be able to track a pizza more efficiently than we can track evidence in a sexual assault case.  Gail’s Law will bring more accountability to the investigation of sexual assaults and eliminate the potential for evidence to go untested and for perpetrators to escape justice.  I look forward to working on this bill at its next stop in the House Judiciary Committee.”
