Cal/OSHA Issues Extreme Heat Advisory

OAKLAND, California, June 17, 2016 /PRNewswire-HISPANIC PR WIRE/ — Cal/OSHA urgently advises employers in Southern California to prepare for record-setting temperatures. The National Weather Service has issued excessive heat warnings that will last from Sunday through Wednesday.

Los Angeles is expected to be hit with its first significant heat wave of the year, with temperatures expected to peak at 102 in downtown Los Angeles, and 105 in inland Orange County. Even coastal areas may see the temperatures in the low 90s.

Temperatures approaching 120 degrees are predicted in the Inland Empire and lower desert areas. There is also a heat watch in effect for San Luis Obispo County.

In addition to the basic steps outlined by California’s heat regulation for employers with outdoor workers, heat above 95 degrees Fahrenheit requires additional precautions. Among other measures, it is crucial that workers are actively monitored for early signs of heat illness. This helps ensure sick employees receive treatment immediately and that the symptoms do not develop into serious illness or death.

“With excessive temperatures on their way, employers must be vigilant,” said Cal/OSHA Chief Juliann Sum.  “Ensuring an adequate supply of water, providing a shaded area for rest and recognizing the signs of heat illness can save workers’ lives.” 

California’s heat regulation requires employers to protect outdoor workers by taking these basic steps:

  • Train all employees and supervisors about heat illness prevention.
  • Provide enough fresh water so that each employee can drink at least 1 quart, or four 8-ounce glasses, of water per hour, and encourage them to do so.
  • Provide access to shade and encourage employees to take a cool-down rest in the shade for at least 5 minutes. They should not wait until they feel sick to cool down.
  • Ensure that emergency medical services can and will be summoned when an employee feels sick or exhibits signs of heat illness, such as nausea, exhaustion or mental confusion.
  • Develop and implement written procedures for complying with the Cal/OSHA Heat Illness Prevention Standard.

Cal/OSHA will inspect outdoor worksites in industries such as agriculture, construction, landscaping, and others throughout the heat season. Through partnerships with various employer and worker organizations in different industries, Cal/OSHA will also provide consultation, outreach and training on heat illness prevention.

Cal/OSHA’s award-winning heat illness prevention campaign, the first of its kind in the nation, includes enforcement of heat regulations as well as outreach and training for California’s employers and workers.

The United Nations Human Rights Committee Finds Ecuador Government Guilty of Violating Isaías Brothers’ Civil Rights

MIAMI, June 17, 2016 /PRNewswire-HISPANIC PR WIRE/ — In a unanimous decision, the United Nations Human Rights Committee (OHCHR) has ruled that Ecuadorian brothers Roberto and William Isaías’ civil rights were violated by the Government of Ecuador and that due process was not afforded to them when their businesses were confiscated by the State. As compensation, the Committee has ordered full restoration of their seized properties, which includes 14 media outlets, and a public apology by the Government of Ecuador. Additionally, Ecuador was asked to publish the Committee’s opinion and distribute it widely inside the country.

The abuse and persecution we have endured as victims of President Correa and his government has now been confirmed by the United Nations,” said Roberto Isaías. “The judges’ findings prove that a violation of our civil rights and a violation of our right to due process was clearly present and the order for reparations shows that the confiscation of our assets was illegal. We very much appreciate the dignity with which this panel of multinational judges studied our case,” he added.

In its official statement, the Committee also ruled that a constitutional amendment directed at the Isaías Brothers titled Mandate No. 13, which expressly forbade the filing of legal actions for the protection of their constitutional rights in response to the expropriation of the their assets and also instructed the dismissal of any judge who would hear any action on this matter, violated Isaías’ rights under Article 14(1) of the International Covenant on Civil and Political Rights.

This ruling provides an impartial judicial lens to the pervasive nature in which the Correa government has violated its citizens’ human and civil rights over the last decade, including the appropriation of private business, interference in the judicial system, and the abrogation of freedom of the press through the confiscation of media assets.

For more than a decade, Roberto and William Isaías have been the targets of an aggressive campaign of political, economic and judicial persecution, in addition to the confiscation of their media assets, which included four radio stations, three newspapers, three magazines, and four television stations.

In March 2013, unable to obtain a fair trial in their native country of Ecuador due to the implementation of Mandate 13, Roberto and William Isaías filed a complaint with the OHCHR against the government of Ecuador detailing the political persecution and human and civil rights violations they had suffered due to the lack of judicial due process and appropriation of assets by the Government of Ecuador.

Experts: The Promise of College Requires Sustainable Funding

But, the future success of such efforts depends on sustainable funding and that’s what brought academic researchers, business leaders, foundation heads and economists to Princeton for a two-day conference this month.

The conference, “Designing Sustainable Funding for College Promise,” was co-sponsored by the College Promise Campaign and Educational Testing Service (ETS). Over 100 attendees heard presentations by five design teams offering different approaches to increase college access, affordability and completion. The findings will be published next fall and provided free-of charge so that interested parties may adopt or adapt them to local needs. The five approaches included: 

  • children’s savings accounts. 
  • state funding 
  • private funding, 
  • federal financial aid
  • social impact bonds/income share agreements

“We gathered to explore new ideas for sustainable funding to yield far greater results than we have today,” explained Martha Kanter, Executive Director of the College Promise Campaign. “We want to help build aspirations that college is an expectation, to expand college access, curb the drop-out rate, increase the number of students with college degrees, and reduce student debt. To do this, we looked inside and across communities, states and the federal government for solutions.”

“One of the most important takeaways from the conference was that College Promise is about more than money,” added Michael Nettles, Senior Vice President of ETS’s Center for Policy Evaluation & Research. “It’s about creating a workable, simple approach to creating a track that moves all students on to college. And, that process should begin early in the K-12 continuum.” 

During the conference, attendees were provided with a deeper look at the characteristics of College Promise and the growth of the movement, the challenge of understanding the variation among the more than 100 Promise programs, and opportunities to identify those that yield the results for communities, states and the nation. 

In the first presentation, attendees learned that Children’s Savings Accounts have a huge impact on changing American students’ aspirations to attend college. Presenters noted that less than 10% of students from low income families graduate from college by their mid-20s. The consensus was that savings accounts could improve student’s expectations that they can actually attend college by leveraging the power of regular saving. 

The second design team reported on State Funded Models, and the need to marry Promise programs to broader state or local policy goals for educational attainment and achievement. For entities considering a Promise program, it is crucial to have clear understanding of what promise is being made, to whom, for how long, and under what conditions.  

The third design team presented examples and concepts of Privately Funded Models including plans to establish a $1 billion endowment plan for HBCUs; working with U.S. Bank to connect merchants with consumers at the point of sale, leveraging the  amalgamated power of purchasing cards to generate a revenue stream for College Promise programs; marrying mentoring to pre-paid college scholarships, and turning institutions into federal work colleges allowing students to graduate with a school transcript and professional work experience. 

In the area of Federal Financial Aid, the fourth design team reported on the need to change a lot of college-bound behaviors including reducing the gap between resources available for low income and better-off students and having simple, predictable aid programs, The pros and cons of free college, federal support of “last-dollar” programs, government grants to institutions that promote success of low and moderate income students, and college savings accounts. It was generally agreed that states should increase funding for community college access and that the federal government should support and focus on efforts to promote opportunity and equity so students can succeed.

The final team researched Outcomes-Based Financing models which included both social impact bonds (SIBs) and income share agreements. SIBs provide the federal government with a mechanism to fund college-going programs as an incentive for students to graduate. The idea is that students with a higher education degree will save the government money in the long term because they will be less likely to require public assistance. Some attendees wondered who will pay back investors seeking a return on this investment.

With income share agreements, students agree to pay a percentage of their income for a set period after graduation. This tool is already employed at Purdue University, Lumni, Holberton schools, and 13th Avenue Funding. Team members cautioned that such programs would need to include protections to ensure that those typically discriminated against in the labor market, (women, first-generation students and minorities) don’t get inferior terms when embarking on these agreements.

“America is in the midst of a higher education financing crisis,” ETS President Walt MacDonald told conference attendees.  “And the longer it continues, the deeper it gets — and the more damage it does to individual lives, communities, and to the future of our country. Five Tips from Ophthalmologists That Will Protect Your Eyes from Sun Damage

American Academy of Ophthalmology highlights ways to protect against harmful UV exposure

But summer revelers looking forward to sizzling hot fun in the sun shouldn’t overlook their eyes when it comes to protecting themselves from damaging ultraviolet rays, warns the American Academy of Ophthalmology.

In support of UV Safety Month in July, the Academy is sharing information on how to keep eyes safe from sun damage. Excess sun exposure can put people at risk of serious short-term and long-term eye problems. If eyes are exposed to strong sunlight for too long without protection, UV rays can burn the cornea and cause temporary blindness in a matter of hours. Long-term sun exposure has also been linked to an increased risk of cataracts, cancer and growths on or near the eye.

Here are five things people can do to cut their risk of eye damage from the sun:

  • Wear the right sunglasses – Look for those labeled “UV400” or “100 percent UV protection” when buying sunglasses. Less costly sunglasses with this label can be just as effective as the expensive kind. Darkness or color doesn’t indicate strength of UV protection. UV rays can go through clouds, so wear sunglasses even on overcast days. And while contacts may offer some benefit, they cannot protect the entire eye area from burning rays.
  • Don’t stare at the sun – Sun worshippers take note: directly gazing at the sun can burn holes in the retina, the light-sensitive layer of cells in the back of the eye needed for central vision. This condition is called solar retinopathy. While rare, the damage is irreversible.  
  • Check your medication labels – One in three adults uses medication that could make the eyes more vulnerable to UV ray damage, according to a sun safety survey by the Academy. These include certain antibiotics, birth control and estrogen pills, and psoriasis treatments containing psoralen. Check the labels on your prescriptions to see if they cause photosensitivity. If so, make sure to protect your skin and eyes or avoid sun exposure when possible.
  • Put a lid on it –In addition to shades, consider wearing a hat with broad brim. They have been shown to significantly cut exposure to harmful rays. Don’t forget the sunscreen! 
  • Don’t drive without UV eye protection – Don’t assume that car windows are protecting you from UV light. A recent study found that side windows blocked only 71 percent of rays, compared to 96 percent in the windshield.1 Only 14 percent of side windows provided a high enough level of protection, the researchers found. So when you buckle up, make sure you are wearing glasses or sunglasses with the right UV protection.

“Damage from sun exposure can happen quickly, but it also adds up over time, making it a risk factor for several vision-impairing eye conditions,” said Jeff Pettey, M.D., a clinical spokesperson for the American Academy of Ophthalmology. “That’s why it’s important to get in the habit of wearing UV-blocking sunglasses, hats and sunscreen early on to cut your risk.”
