California’s Alternative Security Program Frees $7.5 Billion in Working Capital for Businesses


SACRAMENTO, Calif., July 2, 2014 /PRNewswire-HISPANIC PR WIRE/ — Department of Industrial Relations Director Christine Baker today approved the implementation of the 2014/15 Alternative Security Program (ASP), which frees $7.54 billion in working capital and provides self-insured California businesses greater financial flexibility.

The ASP is a first-in-the-nation, innovative program operated by the non-profit California Self Insurers’ Security Fund with the California Department of Industrial Relations (DIR). The program provides financial guarantees to replace security deposits required to collateralize self-insured workers’ compensation liabilities.  The participation fee for the guarantee program was also reduced 10% versus last year.  These added savings make the program and costs even more competitive for California businesses.

“Self-insurance and the ASP are two innovative ways that California supports businesses and helps them reinvest their capital,” said DIR Director Christine Baker. “With workers’ compensation representing a significant expense to businesses, this program benefits both the businesses and the larger California economy.”

All employers in California are required to have workers’ compensation insurance to protect themselves and workers, and to minimize the impact of work-related injuries and illnesses. Meeting this requirement can be accomplished either by buying an insurance policy, or through obtaining authority from DIR’s Office of Self Insurance Plans (OSIP) to self-insure the businesses’ workers’ compensation liabilities.

“Self-Insurance offers tremendous advantages and substantial cost savings to California employers,” said OSIP Chief Jon Wroten. “With program improvements and streamlining efforts, it is now possible for a company wanting to enter self-insurance to move from initial application to fully insured in less than 2 weeks.”

Self-insured employers are required to maintain a deposit to collateralize their risk in an amount equal to estimated liabilities as determined by an actuary. This deposit, which can be posted in cash, letters of credit, surety bonds or securities, limits the employer’s ability to use the cash or credit line to expand their business. In contrast, ASP member’s cash or line of credit is freed up allowing them to invest this capital back into their businesses while the ASP assumes responsibility of their security deposit posting requirement.

California currently has more than 9,850 employers protecting more than 4 million workers representing a total payroll of $177 billion through self-insurance workers’ compensation plans.

One of every four California workers is protected by a self-insurance plan. Self-insured employers in California represent large and midsized private companies, industry groups, and public entities such as city, county, state and school districts.

TORRANCE, California, July 1, 2014 /PRNewswire-HISPANIC PR WIRE/ — Honda’s racing lineup for the 2014 Broadmoor Pikes Peak International Hill Climb had a little something for everyone with a 24 Hours of Le Mans winner racing right alongside Honda associates in vehicles ranging from an Acura NSX to a Honda Fit. At the end of the day, four Honda drivers and riders earned top-five class finishes in Sunday’s 12.42-mile sprint to the top of Pikes Peak, while Honda’s world-renowned race engines did the job, powering Romain Dumas to his first overall Pikes Peak title.

Associates from American Honda Motor Co., Inc., Honda Performance Development (HPD), Honda North America and Honda R&D combined to field six vehicles for Honda associates in this year’s race. With five of the six Honda drivers having previously competed at Pikes Peak, each of the six vehicles made successful runs to the 14,115-foot Pikes Peak summit, including the Honda Fit EV of Roy Richards, which won the Electric Production class in a race-record time.

In addition to the efforts of its associates in Sunday’s race, Honda provided power for Dumas in his own Norma RD Limited prototype chassis entry in the Unlimited class. Starting first, Dumas pushed his Honda powerplant to a race-winning time of 9:05.801 to claim his first race win and the first overall Pikes Peak victory for a Honda-powered car.

Richards’ run of 12:55.591 gave his blue-hued Honda Fit EV the class win, marking the 13th consecutive year that a Honda-powered vehicle has won at least one class in the famed event.

James Robinson posted the fastest time of the six Honda associate-driven vehicles in his Acura Pikes Peak NSX, finishing sixth in the Open Class with a time of 11:09.134. Zach Jacobs rode his Honda CBR600RR throughout the course’s 156 turns in 11:11.885 to place fifth in the Middleweight motorcycle class, while Sage Marie’s effort of 11:59.095 in his Honda S2000 was good for fourth in the Time Attack 2 class.

Keith Steidl placed sixth in the quad class with a time of 12:31.245, while the only rookie in the 2014 class, Corey Taguchi, placed fourth in the Exhibition standings after posting a time of 14:26.438 in his Honda Fit.

Romain Dumas (Norma RD Honda) overall race winner: “After [finishing 2nd in] 2012, the target was to win one. This year, we did a perfect job, the [Honda engine] was running good and we prepared how we should. I knew I was running smoothly, so I didn’t want to take any risks. It was a clear run. It was not incredible, but it was enough to win and that was the target anyway. We are very happy, and this is a big win for the team.’

Roy Richards (Honda Fit EV) winner, new record time, Electric Production class: “I am very pleased with the Fit EV’s performance this year. “We knew from last year’s practice times that the Fit EV had a shot at the record, but weather spoiled our run. Building on the knowledge gained from last year, our team refined the suspension settings and did additional weight reduction. The Honda division posted sales of 117,817 units in June while Acura sold 11,206 units in the same period.  Year-to-date American Honda sales reached 739,436 units.

Honda’s core models—Accord, Civic and CR-V—continue to set the retail pace through the first half of 2014, with the Civic up 8.7 percent and Accord increasing 2.1 percent in June. However, retail consumers appeared to take a breath last month coupled with an unusually short number of selling days, the shortest June in five years.

  • Bucking a recent market shift toward SUVs, Civic is up 8.7 percent in June and 5.3 percent for the first six months of 2014—its best such period in a decade

With an unprecedented first half of the year, MDX and RDX continue to sell at a near record pace, pushing Acura truck sales up 6.1 percent for the month.

Department of Industrial Relations Launches Public Works Contractor Online Application System


OAKLAND, California, July 1, 2014 /PRNewswire-HISPANIC PR WIRE/ — The Department of Industrial Relations (DIR) today launched an online application for public works contractors to meet the requirements of Senate Bill 854. SB 854, which became effective June 20, establishes a new public works program to replace the Compliance Monitoring Unit and Labor Compliance Program requirements for bond-funded and other public works projects.

The new program will cover all public works in the state rather than just selected categories of projects.  The Labor Commissioner’s Office will continue to monitor and enforce prevailing wage requirements.

“DIR always looks for ways we can improve our services. This new online system for public works contractors and agencies makes it easier and faster to meet their legal requirements,” said DIR Director Christine Baker. The Labor Commissioner’s Office, also known as the Division of Labor Standards Enforcement (DLSE), is a division of DIR.

Contractors must register and meet requirements using the new online application  before bidding on public works contracts in California. The application also provides agencies that administer public works programs with a searchable database of qualified contractors.  

“The new system levels the playing field for the public works community. We want California taxpayers to know that we are committed to ensuring only responsible and qualified contractors are competing for public works contracts,” said Labor Commissioner Julie A. Su. 

Contractors’ requirements include that they maintain workers’ compensation coverage for all employees and only hire subcontractors who are registered public works contractors. They must also hold a Contractors State License Board license, if required for their trade.

In addition, contractors must not be debarred from working on public works by the state or federal government and have no delinquent wage or penalty assessments due to any enforcement agency or employee.  Once registration becomes mandatory early next year, contractors will also be subject to penalties for bidding or working on public works without being registered with DIR. 

Using any internet-connected computer, public works contractors can create an account, pay the fee and complete the application securely, at their convenience. Application and renewal is completed entirely online with a non-refundable fee of $300.

Agencies that administer public works projects may select from a pool of qualified contractors. They will no longer be charged fees for prevailing wage compliance monitoring and enforcement. Additional information on SB 854 and the new public works program is available on DIR’s website.

Among its wide-ranging enforcement responsibilities, the Labor Commissioner’s office inspects workplaces for wage and hour violations, adjudicates wage claims, enforces prevailing wage rates and apprenticeship standards in public works projects, investigates retaliation complaints, issues licenses and registrations for businesses and educates the public on labor laws.

But, the U.S. Food and Drug Administration reminds you that safe handling of produce and fresh-squeezed juice is especially important because foodborne bacteria multiply faster in warm weather – and what’s more, these foods are often consumed raw.

To keep nutritious produce and fresh-squeezed juices safe, follow these food safety tips to prevent food poisoning:

Buy right. Purchase produce that is not bruised or damaged. When selecting pre-cut produce, choose only those that are refrigerated or on ice. Bag fresh fruits and vegetables and keep them separate from raw meat, poultry, and seafood in your cart and shopping bags.

Store properly. Keep perishable fresh fruits and vegetables in a clean refrigerator at 40 °F or below, and always refrigerate produce that is purchased pre-cut or peeled.

Prepare safely. Cut away any damaged or bruised areas on fresh fruits and vegetables before preparing and/or eating. If it looks rotten, discard it!

Wash thoroughly.  Wash all produce under running water before eating, cutting, or cooking. This includes produce grown at home or purchased from a grocery store or farmers’ market. For pre-packaged produce, read the label – if it says pre-washed and ready-to-eat, you can use it without further washing. And even if you plan to peel a fruit or vegetable, it’s important to wash it first so dirt and bacteria are not transferred from the outside to the inside.

Prevent cross contamination. Wash cutting boards, dishes, utensils, and countertops with soap and hot water between the preparation of raw meat, poultry, and seafood and the preparation of produce that will not be cooked.  If you use plastic or other non-porous cutting boards, run them through the dishwasher after use. And always wash hands before and after preparing food!

Check your juice.  Children, older adults, and people with weakened immune systems risk serious illnesses or even death from drinking juices that have not been pasteurized or otherwise treated to control harmful bacteria.  Look for pasteurized or otherwise treated products in your grocers’ refrigerated sections, frozen food cases, or in non-refrigerated containers, such as juice boxes, bottles, or cans.  Untreated juices sold in refrigerated cases of grocery or health food stores, cider mills, and farmers’ markets must contain a warning label indicating that the product has not been pasteurized. However, warning labels are not required for juice or cider that is fresh-squeezed and sold by the glass. So remember: if you are unsure if a juice product is pasteurized – be sure to ask!   

Remember, always practice the Four Steps to Food Safety: clean hands and surfaces often; separate raw meats from other foods; cook to the right temperatures; and chill foods promptly.
